SPEECH BY BERTRAND BARÈRE, PRESIDENT OF THE NATIONAL CONVENTION, Member of the Committee of Public Safety, Deputy from the Hautes-Pyrénées: “ Bulletin of the NATIONAL CONVENTION, Session of the 1st Thermidor, Year 2 (July 19, 1794).” BARÈRE, on behalf of the Committee of Public Safety, delivered the following report: “Citizens, We have captured 91 cannons at Landrecies—that is, all the artillery they had taken from us—and, in addition, 26 more that they had added to it. As for news from the North, ERNOUF, Major General of the Army of the Sambre and Meuse, writes… that the enemy evacuated its camp at Tirlemont last night… Citizens, it is in the midst of victories that the National Convention must attend to those who bring them about… ” “In all branches of the military, one-third of the positions, from the rank of Second Lieutenant up to and including that of Battalion or Squadron Commander, shall be reserved for the National Reward for defenders of the fatherland who have distinguished themselves in the armies through acts of bravery or heroic deeds… ” Sheet (54 x 41 cm), from the Imprimerie Nationale, in Paris.
